釜石市の半島部に分散する、東日本大震災の津波で被災した14の集落のための復興公営住宅225戸(当初想定戸数)を計画するためのプロポーザルが2012年秋に行われ、上閉伊・AA特定共同企業体が選定された。上閉伊・AA特定共同企業体は地元の設計チームと牡鹿半島の漁村の復興計画立案の経験を持つ建築系大学/設計事務所チームからなるJVである。 複数の事務所で複数の集落を担当する方針から、AAEは他の2つの事務所と協働で大石地区、唐丹片岸地区、荒川地区の3地区を担当した。 集落ごとに住民のヒアリングやワークショップを行い、生活の様子や地域の微気候の把握に努め、居住者同士の自然な声掛けや見守りによる持続可能なコミュニティ形成を重視した。また、将来的な払下げの可能性まで見通した維持管理に配慮し、2間または1.5間を基本架構とした在来工法を原則としている。 被災地における建設費高騰の影響により、最終的には4地区21戸は竣工したが、その他の10地区はキャンセルとなり、デザインビルド方式によって再発注が行われた。

In order to return the peninsula's regional community with the strong characteristics unique of shores of a fishing village to its original state, a proposal was made to select a designer for each shore who can grasp the feelings of the residents to frame their ideas in a plan. This was for the areas needing to develop cooperation with various recovery projects. For this, the members who were engaged in the recovery support of Oshika Peninsula and the local designer group in Kamihei district formed a venture. They reflected the characteristics of the region in their suggestion of building a sustainable regional network through house building with circulation of local talent and materials. As a result, they were chosen to carry out the project. To draw up the entire plan, we based it on the infrastructure development proposal the city promotes. Since many elderly residents were expected to move in, we placed importance on the sustainability of watching system and harmony of the community, while investigating into a streetscape that linked with the scenery of the current fi shing village. House layout of living room-access and the entrance porch facing each other allow privacy to be kept while letting the residents feel the atmosphere of each other. Some empty lots were also left so that the residents can farm and plant while living there.
